Richland Parish Sheriff's Office

The Richland Parish Sheriff's Office in Rayville is responsible for law enforcement throughout the parish. That includes patrol, investigations, and serving civil process. Most calls in the unincorporated areas of the parish are handled by sheriff's deputies rather than a municipal police department.

When you need a copy of a police or incident report in Richland Parish, the sheriff's office is usually your first call. Reports that are not part of an active criminal investigation are generally available under Louisiana's public records law. You will want to have a date, a general location, and any names involved so staff can locate the right report quickly. Richland Parish does not have a self-service online report portal, so expect to request in person, by mail, or sometimes by phone depending on what the office will accommodate.

Clerk of Court

Court filings for Richland Parish go through the parish clerk of court, also located at 708 Julia Street in Rayville. Civil cases, criminal charges, and court judgments all become part of the public court record once filed. If you need to verify a judgment, look up a civil case, or find out what charges were filed in a case, the clerk is the right office.

The clerk's office is separate from the sheriff's records division. A police report documents an incident. Court records document what the court did with that incident after charges were filed. Both are useful depending on what you are looking for. Fees for copies vary; call ahead for the current schedule.

Criminal History Records and State Law

Louisiana restricts access to criminal history records through La. R.S. 15:587. The Louisiana State Police Bureau of Criminal Identification and Information (BCII) maintains the statewide criminal history database — the LCJIS — and controls who can request information from it. Richland Parish does not operate outside this system.

That means the sheriff's office cannot hand over a full criminal history for a person you ask about. Incident-level police reports and call logs are different; those are local records subject to the public records act rather than the criminal history statute. The distinction matters. A police report showing an officer responded to a call is public. The person's full arrest and conviction history is not — unless you are an authorized requestor under state law.

Authorized requestors can obtain background checks through LSP BCII. The cost is $36. Requests go to the LSP office at 7919 Independence Blvd, Baton Rouge, (225) 925-6095. If you want to check your own record or dispute what is on file, La. R.S. 15:588 gives you the right to review and challenge it.

How Public Records Requests Work

The Louisiana Public Records Act (La. R.S. 44:1) gives any person age 18 or older the right to inspect and copy public records. The agency must respond within three business days. That response might be providing the record, denying the request with a reason, or asking for more time if the request is complex.

Exemptions exist. La. R.S. 44:3 lists them: ongoing investigations, juvenile records, records that would expose informants or undercover operations, and a few others. If a record is withheld, the agency must tell you why. You can then decide whether to accept that or push back.

For Richland Parish, put your request in writing and deliver it to the sheriff's office or clerk of court. Include the record type, date range, and any identifying details. A written request protects you because it starts the three-day clock and creates a record of what you asked for.

Crash Reports

Accident reports filed by Louisiana State Police troopers after crashes on state roads in Richland Parish are available through the LSP crash report portal. Cost is $11.50. You must wait at least 15 days after the crash. Fatal crash reports are not online and must be requested in person after 60 days.

If a sheriff's deputy or municipal officer responded instead of a state trooper, you need to contact that office directly for the crash report. For crashes in Rayville city limits, that may mean the Rayville Police Department rather than the sheriff's office.

Louisiana DOC and State Background Resources

Incarceration records for anyone who served time in a Louisiana state facility are handled by the Department of Corrections public information office. This covers state prison, not the Richland Parish jail. Local jail records would be with the sheriff's office.

For general information on what records are available at the state level and how the request process works, the LSP IBC FAQ is a useful starting point. It covers common questions about background checks, criminal history, and the limits of what you can request.
